Data centers & Virginia's electric bills
Virginia regulators approved Dominion Energy rate increases in November 2025 that raise a typical residential bill by $11.24 per month in 2026 and $2.36 more in 2027, while creating a new GS-5 rate class that requires customers demanding 25 MW or more to pay minimum shares of their contracted demand starting January 1, 2027. The state's data-center sales-tax exemption delivered a reported tax benefit of about $1.9 billion in fiscal 2025. A peer-reviewed 2026 study lists Virginia among the regions most affected by projected data-center-driven electricity price increases through 2030.
- 2025-11-25 - On November 25, 2025, the Virginia State Corporation Commission approved Dominion Energy base rate revenue increases of $565.7 million for 2026 and $209.9 million for 2027, which raise a typical residential customer's bill by $11.24 per month in 2026 and an additional $2.36 per month in 2027 (case PUR-2025-00058). - 2026-01-02 - A Virginia Department of Taxation report dated January 2, 2026 put the aggregate reported tax benefit of the data-center retail sales and use tax exemption at approximately $1.9 billion in fiscal year 2025, on roughly $33.2 billion of exempt equipment and software investment. - 2026-05-12 - A study by researchers at North Carolina State University, Carnegie Mellon University, the University of Pittsburgh and the University of Toronto, published May 12, 2026 in Environmental Research Letters, projects that data-center and cryptocurrency-mining demand could raise U.S. electricity prices by 6%-29% on average by 2030 and by up to 57% in the hardest-hit areas, with Virginia among the most affected regions. Water
Electricity delivered in Virginia carries 1.96 liters of water per kilowatt-hour consumed at the power plants supplying it (1.30 L/kWh excluding hydropower reservoir evaporation), against a national average of 4.28. That is below the national figure, and it is a property of the grid here rather than of any one building: a data center drawing 100 GWh a year in Virginia accounts for about 51.9 million gallons of power-plant water before it cools anything.
